Most extreme examples, but historians also have a number of examples since like various stuff that happened in Vietnam, Abu-Gharab, Guantanamo, the brutal exit from Afghanistan, etc.
And I have argued that we should not have hit cities.
I was talking about post-Cold War US policies. We do not intentionally target civilians. None of these involve targeting civilians: " Abu-Gharab, Guantanamo, the brutal exit from Afghanistan"
The extent to which we have tolerated "collateral damage" (civilian casualties) when we are targeting militants has varied. Trump gave the OK for a much lower threshold.
But Putin is in a whole different category.

Compare what the Russians did to Grozny to how we treated ANY city in Iraq.
That war was stupid and criminal...but we didn't target civilians.

Compare our experience in Afghanistan to the way the Soviets fought there.
We had ROEs that prevented even returning fire if there were civilians around. The Soviets burned whole villages and killed all the livestock.
