Psychopaths are extremely rare, but this is one of them. A bad machine who should be locked up the remainder of his years before he kills someone else. Ironically, his depraved behavior matches the behavior of the ISIS soldiers he tortured and killed.

You cannot wait until you are in a situation, or lived through a situation, to decide what is right or wrong, because if you wait to decide, many immoral acts can be justified...and believed to be morally correct when they are not.
You have to decide ahead of time what is right and wrong, so when you are in theater, and you have taken prisoners of the people who killed half your unit, and the situation seems to indicate that the prisoners deserve to die, or be punished, or whatever ... you already know that is wrong, and you execute on the moral decision you made years ago in a sanitary and safe classroom: "Always wrong to torture or kill prisoners of war. Go through the required steps of processing prisoners."
Living through a situation gives you empathy, or more generally, an emotional reaction, but it adds no new information to the morality decision.
