2) Or, is the DOD following the White House handlers who say the President doesn't mean what he says?
China & Xi:
1) Is Xi going to start acting as if President Biden has the power to set foreign policy, and is actually doing so?
2) Or, will Xi recognize that Biden is not actually running the country, and the people handling him have not given him the power to change foreign policy, so Xi knows he need not react to Biden's impotent attempt to jettison the Once China Policy, and our policy of strategic ambiguity?

His message is for Taiwan, DOD and others' message is for China. Talk is cheap, action speaks. All
signs of actions however are indicating US are going to sacrifice Taiwan, using Taiwan to weaken China, in a similar way that US using Ukraine to weaken Russia. They may gradually move Taiwan semiconductor to Arizona. I hope Taiwanese are smart, don't follow Ukraine. There are many good examples in the world that a small country can fare well between 2 rivalry powers.
Kudos to our Commander-in-Chief. Let China know we will defend Taiwan.

The DOD trains and plans constantly for pretty much all imaginable contingencies. And war with China has been the most imaginable of contingencies for about two decades.
There are no “handlers.” Using that term makes you sound like an ignoramus.
Your China questions only solidify that impression.
Looked like you avoided answering. But, perhaps your answer is that they are ignoring Biden.
I know the military has contingencies for everything, from global warming to global cooling to alien invasion. I knew that when I asked the question.
But, changing our Taiwan policy and committing to putting troops there in the event of conflict is a bit different. It is like changing our Two War Doctrine, and it should cause the military to start making preparations so that they can begin deployments there quickly. At a minimum, I'd think they would update those contingencies. So, my questions stand:
Are the US military and Xi treating this like a change in doctrine? Or, are they ignoring Biden's statements?
If they are doing nothing, as you imply, then I guess that means they are going with option 2, and ignoring the president's supposed change in policy.
I am curious why you think a change in policy like that would have zero effect on our military and on China. If it has no effect, then it is no big deal that he changed it. Is that your position?

The unelected lifers are now running our country, not Biden. It used to be that those
lifers would give recommendations, and the president would take it under advisement and usually agree, but not always. And the advice was never carried out without the president signing off on it. Now, under Biden, if he says something contrary to what they want, they simply overrule him and tell the press “what he really meant”. In this case, Biden said what he meant 4 times……4 times…..and they are still overruling him.
It is also possible that Obama is still running things as a shadow decision-maker given Biden’s incompetence and dementia. Either way, it is clearly NOT Biden.
There is NO WAY that Trump would allow himself to be overruled by unelected twits. THIS situation we have now is actually a real example of a “threat to democracy”.
