BVZ's linked article makes it clear (see excerpt below) that the 'Alcohol Ignition-Interlock' is only activated for those CONVICTED OF DRIVING WHILE INTOXICATED...and by requiring all new cars to have such devices, that life-saving device can be activated immediately upon such a conviction...note that according to the National Highway Traffic Safety Administration, in a given year 1.5 MILLION drivers are arrested for Driving under the Influence of alcohol or drugs...
Of course, if you don't care about your life, your family members lives, or anyone else's life out on the road, then raise your voice in opposition to an effective remedy for DUI related fatalities. This is just like the seatbelt and airbag arguments, yet the results speak for themselves, and no responsible parent would want their kids driving without those devices now.

The issues of impaired driving and excessive speeding are both on the NTSB’s Most Wanted List of Transportation Safety Improvements. To prevent alcohol and other drug-impaired driving crashes, the NTSB has called for in-vehicle alcohol detection technology, the lowering of the blood alcohol concentration limit to .05 g/dL or lower, alcohol ignition-interlock devices for people convicted of driving while intoxicated and recommended that regulators develop a standard of practice to improve drug toxicology testing. The NTSB has also called for a comprehensive strategy to eliminate speeding-related crashes that combines traditional measures like enforcement and regulation with new technological advances like speed limiters and intelligent speed adaptation technology.

As an added plus, the witness, whomever she was, would not have her name on a traffic investigation report and Pauli's car would have still been in one piece back at the watering hole; you know, that place where everyone knows who you are but you leave with someone because you have had enough to drink that you think your name is Leonard Gade, the "Invisible Man," so you think nobody can see you leaving with someone whom you are not supposed to be seen escorting out the door and into your vehicle.
Of course Pauli has one of those ignition locks that California courts can order to be installed but, I'll bet the Pelosi's have several vehicles; and does anyone think that Pauli will not get a new Porsche without a breath-o-lizer lock factory delivered direct from Zuffenhausen, Germany?

Not sure if it is the case here, but Congress is, generally speaking, abrogating its responsibility, allowing administrative bodies to enact rules that would never pass Congress because the people would vote them out.
