That's not what was said - In Big Block Letters at the top of the article
says quite clearly, "charges not recommended".
An investigation that leads to no charges is effectively innocence.
Remember, innocent until proven guilty. If you're accused of a crime, no charges being filed is the best possible scenario for the accused.
So given that, what's your point?

he is innocent of a crime.
