The rational view of Biden's comments is that should Russia shut off the Nord Stream pipeline, then the EU will find other means (which they are working on...e.g. LNG expansion) of sourcing NG and effectively making that pipeline irrelevant...or, "Shut Down"...i.e. there is no need for "Dramatics"...that's the purview of none other than Vladimir Putin.

most likely through its "SIGINT" resources...the same means that led them to warn Ukraine that Russia was going to attack them back in February.
