Rocket was faster than Rusty in the 40, but Rusty beat him in the 100 m.
Unfortunately for Setzer, he was too dumb to understand the playbooks, which is why he never made it past 4th string, despite his amazing physical gifts. Other than the play against SMU where he was ordered to step out of bounds, his only moments of football glory came in the form of playing Intramural football for the off-campus team, nicknamed the "Off-Campus Crime."
Geez he played interhall football? Did Lou know? I broke my arm in one of those games one year.
By that time, Setzer had already been kicked off the team. At that point, it didn't matter what he did (until he got thrown in jail for stealing a student's purse, and trying to rack up a lot of charges on her credit card, claiming that he was her husband).
Indeed, though, those interhall football games were the real deal. Full pads, and many of those guys playing had scholarship offers from smaller schools.

Shelton was a quick little sucker but he never broke 7 in the 60m. Rossum is the all-time record holder for ND in the 60m at 6.68. Shelton's fastest is 7.18. And Clark is the 2nd all-time in the 200m, beating the Rocket fastest. So, do a littllle research before you go just talking nonsense. Shelton was no doubt fast but that notion you posted is ludicrous.
