I pay less and less attention to the NFL every year. At first I honestly was thinking wow, I had no idea he had gotten back into football. It took a second to remember it was Winston.
You may want to revise the Tampa Bay entry that reads:
"Tampa Bay Buccaneers – Jamarcus Russell is looking like an elite NFL QB as well."
Last I saw, Jamarcus was getting quite heavy, and sodden with Purple Drank.

That said, he would be best off going to the Steelers in the second round and hoping Ben can play the entire season.
There are at least 10 teams looking at qbs in the first two rounds. It is pretty much a given at this point that 3 (Trubisky/Watson/Mahomes) will be gone in first round. If 3 are taken by pick 13, which is very possible, there may be 5 qbs taken in 1st round. For all the chaff about Kizer, there are several teams that really like him. It is probably a tie between Mahomes and Kizer as to who has the highest ceiling in this draft.
Current hot rumor is that Cleveland will take Trubisky at #1. There are several teams that love Mahomes and will take him in the first round--he won't get past Houston @25. There are also several teams (SF/NO/Jets/Buffalo/SD/Giants/Bears/Jags) that are seriously looking at qbs in the 2nd. If Arizona takes Mahomes @13, the run will start. Those teams will be looking to jump into the late 1st round to grab a qb.
Teams are terrified about getting Prescotted -- who by the way was not a well regarded qb -- which might cause an early run on the NFL's most important position, particularly with this draft being considered so deep with many positions having 5 guys who are considered NFL material.
All in all, there is a better chance than not that Kizer will be drafted today.
Most mock drafts have Kizer as the 4th QB, but I've seen several where he goes before Mahomes. I've even seen some that consider him the best QB in the draft (based on upside).
I'd be surprised if Houston didn't take a QB at their spot. The question is do they like Mahomes or Kizer?

Neither are viewed as being ready to play in 2017. Since they both have to be "fixed" during 2017, Mahomes is viewed as having a superior 'presence' to Kizer and better in the long run in that regard. From a personality standpoint, Kizer is being compared to Cutler and Mahomes to Rivers.
And I could see five QBs going in round 1. That said, I think three in round one is most likely, with Kizer going in the second round.

I don't necessarily think that 5 qbs will be picked, mostly because I don't think anyone is going to trade up for Davis Webb who is, no matter what the bullshit chatter says, is a huge drop in talent from Kizer. There are teams purposely dissing Kizer so he will drop and some of the stuff you read from "anonymous scouts" are reacting to stuff in the media like some of the knee-jerk folks here do without ever having talked to Kizer or knowing the full context of what he said.
There are always a bunch of smoke screens laid out during the draft for various reasons. For example, the teams that aren't going to take a player early like other teams to think they might giving them a chance to a) move down or b) get that player picked ahead of them enabling more players they like to fall. I don't really think the Jets or Bills will take a qb at their current spots in the 1st round but they want to Browns to think they might. The Bears aren't going to take Fournette but they want the Jags and Carolina to think they might.
Much worse qbs than Kizer have been taken in the 1st round.
If they have a real live QB, it sucks to watch them go after 4 years.
