...Actually work to ND's advantage in that ND has funds available to pay for this, and those actual discretionary funds are not subject to public audit (as tax dollars would be).
Therein lies the rule that this is a "whine" issue for other schools because they don't have the legal advantage that ND has.
ND should fight changing this, at least until there are adjustments to level the "academic" playing field and other items.
Our breakdown is on page 11 of the report for what it is worth. Apparently we have a lot of people doing strength and condition (10) compared to others. However, my initial reaction to all this is that the numbers reflect what the report considers the whole FB infrastructure for each school - looks like the way this was done isn't there so hard to draw much from it. Noted that some show numbers like 3.5 while other blocks are blank. About all it actually says is that the 10 actual on the field coaches (some have less) are the tip of the iceberg when describing the FB program at any school. Just looking at as numbers reminds me of what one our local papers does when they shshow a city as more councilmen than somewhere else that is bigger or that their pay is out of line with some other group that may or may not be doing the same work.
