When you are part of a business or foundation or something like that, life circumstances make it difficult to work on IRS issues,especially when you lose people you depend on when it is not your area of expertise. He was not trying to take advantage of get personal gain, he just had a different priority(bad health of a person close to him) that caused his issue.
