He is very fast and quick with good vision and hands. He was also fantastic in HS on PRs. I'd expect him to be a great alternative if needed.
He took over for Sanders to end last season and I think Kelly trusts him. Plus, as you say, he's not bad with the ball in his hands.

It's usually a 2nd string RB or CB or WR.
Otherwise...make it a 1-deep and put a row of TE's in front of him. But if it's a 2 deep as I said....you need someone who can block and carry the ball...that's what RBs do.
Advice for the coaches, based on seeing some high school videos and about 6 minutes of time on the field. As if they wouldn't have thought of it.
A friend of mine is Billy Sexton, former running backs coach at Florida State. I asked him if fans sometimes can be more perceptive than the coaching staff, and he said yes, because the coaching staff can get so set in its way of thinking it fails to see what might be obvious.
Like attention to detail, physical conditioning, player development, etc all of which are now top priorities for improvement according to BK so I think perhaps they could use a few suggestions occasionally
Until he proves it, though, I'm quite comfortable with CJ Sanders doing the returns, given his excellent production.

Not that Williams wouldn't be good at it, but he's got the worst hands of all the running backs. We can't be having the guy returning kickoffs if one of the concerns is whether or not he will catch it.
But catching punts does. I agree with Finke or Young on punts. I think Dexter might be a better option on kickoffs, but still behind Sanders.

I don't know whether he is/would be any good but just because a guy is fast and elusive doesn't automatically make him a good kick returner.
Punt returning particularly is a whole different animal than virtually anything else on the field. The best one in NFL history, Devin Hester, basically couldn't play any other position.
I'm pretty sure now that we have a accomplished coach on the special teams side there will be the best guy back there, who ever it is.
