A lot of people simply refuse to acknowledge the simple fact that it's still illegal, and if the feds wanted to hammer you for it, they could, even if a state law enforcement's refuses to enforce the law.
The bottom line is this:
If you want to play football at Notre Dame, then you must conform to the rules of the team and obey the laws of the land (or at least don't get caught...). It doesn't matter what your abilities may be.
If you don't do the above, then you're going to find yourself getting booted, and would have been better off at some other institution where criminal activities are swept under the rug.
