Head coach Beaty has been fired after posting a dismal record. Numerous factors attributed to his downfall but one stood out. He had only 39 players on scholarship early on. Most teams have 85. It was claimed that Charlie's heavy reliance on JUCO transfers and high attrition "left the cupboard bare." For this he got millions.

Weis sucks as a head coach but the football program was in very poor shape when he started. People try very hard to remember what a mess Ty left.
In many cases, Kelly built upon what Weis had built and followed up on all the battles that Weis started to update the program.

He was not a good coach, but he did leave the place better off than he found it. As pointed out below, Kelly went 12-0 with Weis' recruits.
Notice the difference? Ty's recruiting legacy was the 3-9 season. Weis' recruiting legacy was 12-0.
He won 19 games in his first two seasons. 3-9 was Charlie's third year. He went 13-12 in his fourth and fifth seasons (7-6 & 6-6).

He left positions bare with no undergrads to move up. Everyone knew that 2007 was going to be disaster. It was one of the major reasons he was fired after 3 years.
My feeling is that Weis made 2007 even worse... but Ty clearly and definitively screwed the pooch royally on that and played golf instead.

Ty otherwise screwed the pooch, and he shares responsibility for 3-9. No doubt. Charlie the Tuna floundered with his own recruits at the end, though. And he didn't leave ND in great shape.

Weis fought for/championed/modernized things like training table, improved facilities, loosening up redshirt rules/early enrollees rules and re-built the recruiting program( that Ty basically destroyed). Kelly benefited from many of the battles that Weis waged.
Everybody forgets that nobody wanted the job after Ty because, among other reasons, the overall program was in abysmal shape when Ty was fired.
I'm not defending how bad a coach he was, but his effort and bombast brought ND back from Ty's death row.
PS: actually the seniors on the 05/06 were Davie's and the 12-0 team was based on Weis' senior recruits.

JUCO Recruits were getting the answers to correspondence courses in advance from staff tutors. They got nailed with Academic Fraud/Lack of Institutional Control. This reduced the # of JUCO recruits they could take, which immediately impacted wins and losses.
Then, he started getting some heat for mistreatment of players (basically excessively hard coaching and verbal abuse), and they decided that without the wins, he wasn't worth the bad press anymore.
It appears it was deserved give that he has barely worked since being canned.
