Over the past 10-15 years, ND has seldom been at the full 85 scholarships, save for a walk-on or two earning one in the fall camp. With ND’s more recent aggressive approach to roster management, he seems to be more selective as to the number of specialists with scholarships. (He has carried two placekickers on scholarship, but next year he will carry one on scholarship, and one walk-on.)
I think one of the biggest differences since 2012 is the quality of players 60-85 on the roster. Means there is depth to cover injuries, and better players on scout team to improve practices.
