If I were him I would choose somewhere that has a graduate program I'd really like to pursue.
I doubt Wimbush wants to learn be a triple-option QB in his final season, and I have no reason to think he’d pick it up quickly anyway. He has good open field running skills, but never did well even with the simple read option.
If the new coach doesn't want to run the triple option/flexbone, then he's in for a tough start since the team was designed for that. Wimbush could make a good transitional QB. He's not a true option QB, but he is a good runner, which I suspect their offense will need. He isn't a great passer at this point, but he has a strong arm. If he ever gets over the yips, he could flourish. The real question is, given that he isn't a pure option QB, where can he go that his passing either won't kill the offense, or where the coach offense make him better. Someone else mentioned Chip Kelly and that could be a great place too. The other Kelly was known for having an offense that make for relatively easy reads and often wide open WR's in the pass game while making use of the QB's legs in the running game. The depth chart is also a big part of the equation. Don't know what UCLA has at QB currently, but if it's pretty open, that could work well.
UCLA would possibly, except Chip Kelly has his QB. Dorian Thompson-Robinson is the QB next year.
I think he will have options and he's a smart kid. He will go where he has a good chance of playing

He needs to go to a solid, mid-level program, where he won't lose his starting job. Many of these quarterback transfers make the mistake of transferring to programs where they end up in the same exact situation, fighting for a starting position.
