The NCAA site says that athletes are screened at all championship and bowl events by the NCAA itself - there is large leeway on whom they may choose to test.
It is amazing that a team would have such a high "hit rate" of + drug tests in such a short amount of time when tested by an outside institution

I understand people saying we want their best shot, but if they have created an environment that is unhealthy for their players, I would be happy to play them without the 3 players that tested positive. It would not diminish a win at all.

And even then they aren’t going to specifically mention that it was steroids when they know that many will falsely assume that it was some other drug. Being caught with a steroid user impugns the success of the program and it also is much more damaging to the player hoping to make it in the NFL where they will thereafter see his performance as fool gold. By not specifying, Swinney can look like he runs a tight ship on illegal drug use rather than having a team that juices.
...the schools will release a statement in the case of steroids that “ the athletes were sent home because they violated team rules” rather than admit the steroid use and take the worse reputation hit. That is how Clemson reported it to the media in. 2017 and we were never the wiser. This year, Alabama also left 3 guy’s home for “violating team rules”, and it very well could be + steroid tests as well.
What is unusual is that Swinney jumped out ahead on this story after just the “A” sample had been tested to control the narrative. My suspicion is that he knew someone outside had the story and that he knew that it would be becoming known soon anyways.
Which two programs stand head and shoulders above the others, and which two held guys home for “team rules” violations? Now admittedly, Alabama might not be hiding anything, and their recruiting can also explain their dominance. But which school tested + on 3 players this year, and likel 6 players in the last 2 years and is physically superior in general? Answer: Clemson.
