The offensive line did improve throughout the year, but I would argue that it wasn't the main reason behind the lower number of sacks this year.
Based on what I've seen, the reduction in sacks was more due to Ian Book being able to make good on-the-fly decisions, and quickly get rid of the ball before the sack could happen.
In a way, that ability reminded me of how those Miami Dolphins teams led by Dan Marino (one of the most immobile quarterbacks of all time, but damn, he could make quick decisions, and had one of the quickest release times of all time) would have low sacks allowed counts, even though their offensive lines weren't exactly stellar.
I'm not saying that Ian Book = Dan Marino, but he does share some pretty good similarities when it comes to decision making and quick releases.
In 2017, when Brandon Wimbush dropped back to pass, he would hold onto the ball too long at times, even though the line was giving him more than ample time. With last year's line, I suspect that 2018's number of 19 would have been closer to single digits.
