The program is much, much better today than when Kelly arrived. We've been to the NC and playoffs twice in 8 years, but the reality is ND is still less than the top tier, consistently elite schools when it comes to football.
This isn't a knock on Kelly. He's actually done a remarkable job regardless of a fair number of hiccups. It's more of a question of what needs to happen next to keep guys from coming from a Memphis to build on their name at ND in order to move to another coordinator job? Or, how do we keep them coming from Wake Forest to go to the likes of Texas A&M for the same position? The same could be said of Alford coming from Louisville to ND to OSU.
Granted, offer me twice the pay for the same role or the opportunity to work for Saban or Meyer over Kelly and I'd probably jump too. But, when you look at things from this angle, it also gives you an idea of where ND truly falls in the CFB world.

I think Kelly has done great things for the program overall. There's no way I would argue that he hasn't and there's no way I could support he hasn't with any sort of meaningful facts. Having said that, should the program be much, much further along with the amount of talent Kelly has brought in? Abso-freaking-lutely... BK and his ego have been his biggest downfall. 2018 he happened to step out of his own way.
Kelly is a terrible gameday coach. He does not make adjustments well, if at all. He is great at recruiting but terrible at assembling a depth chart or inserting the correct players. The 2017 / 18 QB situation is the latest sign of this. It took him a year and 4 games to see the light. His doghouse is another sign.
I like what Brian Kelly has done for ND to date. It could have been a lot better. If I were starting a team today I'd probably hire 5 or 10 other coaches before I hired him. Brian Kelly is the equivalent of Mark Richt at UGA.
One way of looking at this is to ask what it "means" if a lot of players leave early for the NFL as the answer is essentially these same. If the goal is "career enhancement" (we never really know unless we can read minds) it's a "good thing" in the long run albeit disruptive in the short term.
For position coaches and so some extent coordinators who want to be HC candidates at some point that road can turn into a "check the box" career pattern. When I've read about coaches who went this route it was about mastering positions (remember Lou Holtz who coached DBs to learn the job starting with zero knowledge) plus ideally seeing how good coaches with different styles/idea ran their programs (could easily be a lateral move).
"Bad turnover" are those losses than seem like lateral moves with no obvious career benefits - remembering that coaching isn't like the military (up or out) ... there are lots of good reasons for this moves at times generally not covered by the press (roots for retirement, getting free tuition for a family member or some other school benefit etc)
To me is about pattern on and off the field. A certain amount of turnover is reasonable but if it looks like folk are "bailing" (no good reason) it's pretty clear there is some kind of management problem either in recruiting or the operations people or process. Don't think that is a ND issue at the moment
Show them the money and let them pick their own (or carry) staffs.

It tells us ND has excellent coaches and that they are winning. My alma mater was 1-11 this year and nobody came after any of our assistant coaches.
Some to take better jobs, some to take a slight upgrade and some taking a lateral.
Alabama is losing it’s usual ton of elite players to the NFL or to transfer.
Alabama will probably be rated in the polls number 2 for opening week 2019 and will probably make the playoffs again.
Notre Dame is not now, nor will be in the foreseeable future) equal to Alabama in terms of overall coaching and talent year after year.
I actually wish ND had played Alabama in the first round this year- they may have won. Notre Dame can still be a perennial top 10 team making the playoffs sometimes. “It is what it is”.

For Alford and Elko it was about a pay jump. That's it.
For example, Matt Canada would be a very good OC at ND. But it is likely he would want hiring control over his staff.
And he'd have a low tolerance for Brian Kelly over-riding his playcalling.

I'm pretty sure that it's almost every coordinator's dream to have an opportunity to step up to a better place or become a head coach somewhere. You're not going to find many folks who are willing to simply be a collegiate coordinator for the rest of their careers. After all, people the likes of Jerry Sandusky are, well, rather unique...
If an offensive or defensive coordinator is that good, then he should be considered for becoming head coaching material somewhere, or at least jumping to the same position at a higher level in terms of prestige and / or pay. I don't blame Mike Elko for taking the rather generous offer from TAMU, as he's now being paid head coach-level money.
If Clark Lea can have similar, or better results in 2019, then I certainly wouldn't blame him for taking a head coaching position somewhere. If anything, I would expect that one would strike while the iron is hot.
Also, what we're experiencing is pretty mild, compared to the coaching drain at Tuscaloosa, where Nick Saban seems to have to replace multiple assistant coaches on a regular basis.
