For all the hubbub about Chip Long, it is Kelly's offense and nothing is going to really change until the head coach does.
He is limited in what he can do, and so the offense has to play around it. Georgia didn't respect the passing game at all, opting to load up against the run. A QB with the ability/willingness to throw something other than dink-and-dunks, and who doesn't run for his life when he doesn't have to, would change the offense.
Every year 99% of the teams in CFB have QB's that have limitations, most of them severe. Good coaches and OC's work around them and succeed......EVERY WEEK!!!!
ND's issues are coaching, offensive design, development and play calling. Know your personnel, adjust your offense and call plays accordingly. BK knows 1 system and will not and has not adjusted it for anyone. That's why 4-8 seasons happen with top 20 talent.

Everyone here sees that the team is a good team, they're all frustrated because when the weakness is the QB, it's so glaring because every play goes through the QB.

really included the zone read in his Notre Dame offense. Everyone is orgasmic about the potential of a dual threat QB, but the only offenses that really take advantage of dual threat QBs are Ohio State and Auburn.
Kelly has never had a "successful" qb because the the whole design of the offense is a fail. Book's "reason" for a lack of real success is a combination of lack of arm strength as well as happy feet. Wimbush's was the "yips." There is always a fatal flaw with whoever is the qb that gets worse in the qb's 2nd year when you think it would get better. There are few perfect qbs but Kelly wouldn't know what to do with one if he stumbled across one. As it is, the offense could be better if Kelly could figure out what Book is good at rather than Kelly trying to make Book good at what Kelly wants him to be good at. The sad thing to think about is that Book will likely be the qb in 2020 when he should probably have been surpassed by more talented qbs but he will end up being the 2020 version of Chris Finke or Joe Schmidt.
The preferred passing routes take way too long to develop, much the same as his favorite running play. There is virtually no counter action. Please identify the last successful screen to a rb. For some reason, the offensive line always seems to underachieve given the level of talent it has. Etc, etc, etc. The problem isn't the quality of the players.
QBs on the roster, he decided to inject an average/below average QB in Malik Zaire to mess up both Golson and Kizer for different reasons, so he essentially sabotaged himself twice with the same QB.

Crist, Rees, Golson, Zaire, Kizer, Wimbush, Book. Other than Kizer none of them could run his O effectively. It places a huge burden on the QB.
4 vertical routes that then break out depending on the defensive look. As D2 noted, those routes take a long time to develop, so you need a good OL and a QB who can throw the ball deep. I do believe the current offense would be better if there was a better run game. It's as if Kelly wants the 80's chargers offense without the power running game.

picked Georgia. It didn't end well for him and he transferred. Some players are a fit, others are not. By elite, what is your definition top 2? Below is ND's QB commitments since 2016 upto 2021. The # next to the is their 24/7 ranking of all QBs. In the last 4 classes and next 2 class we have 3 commits in the top ten. I think we are good there.
For 2016, Shea Patterson was #1. I don't know about you, I think Ian Book is a better QB than him.
