Was written for "the confused" ... definitely covers the topic plus some comparison with the other service academies. Noted it did not touch on the topic of those who cannot attend as their "slot" was taken by an athlete ... would think it likely that each class as a predetermined number of slots based the dorm space, etc

They bring kids in to the prep school who may not be fully qualified, so they can work on whatever subjects they may be behind in. It also allows the prospective middies the opportunity to acclimate to the rigors of service academy life. Alohi Gilman went to Navy’s prep school.
I would guess all the kids going to the prep school are added to the number of first year football players.
Scholarship limits do not apply to service academies. Tuition is free with admission, so there are no athletic scholarships.
