One of the people who he is tied with, Ray Stewart, later in the summer of his run posted a 9.97. Wikipedia says he's got a PR of 10.20. Lenzy has a PR of 10.62. So, yeah.
My guess is Lenzy's 100 meter speed would be just as fast. But his first step (and therefore his 40 time) is not as fast as those guys.
He would not reach their speed at distances relevant to a football field. His specialty in track was 400 meters. He was a state champ both his jr and sr years. He had the 6th best time in the 100m. I don't think there are 6 guys of the same age in the state of Oregon that run as fast as Rocket did.
He has terrific speed, maybe the fastest on the current roster, and can get even faster with the right training. With that kind of training, especially, as you point out, his explosiveness, he could get to the level of Will Fuller. Fuller even acknowledges that he was not nearly as fast coming out of HS as after working with the strength and conditioning program at ND.
Rocket was just at a whole different level.

Everyone should realize, that Will Fuller's great increase in speed occurred under Paul Longo's program, and that he succeeded despite the situation with the S&C program. I do wonder sometimes, how much better he could have been if he had trained under Coach Balis instead.
There was something fundamentally wrong with Longo's program, and it was even worse for the players during those last few years, since Paul Longo's health made for an absentee S&C coach. The sheer amount of injuries, the health of the players, etc., all pointed to a program that was terribly flawed.
The St. Brown family even expressed concern for the S&C program, and I sometimes wonder if that were the straw that broke the camel's back when it came to trying to get the younger St. Brown brothers to commit.
Matt Balis has a firm hand on the program, and based on the last three years, I have full confidence in his ability to get the players to be faster, stronger, and more durable.
Braden Lenzy will now be in his third year of S&C under Coach Balis, and I can see his having a breakout season this year in the same way Golden Tate did in 2008.
