Maybe both sides understand in advance that this is likely a one-year deal to take advantage of expanded 2021 schollie limits with preferred status for future availability?
I believe he is a 3 star, so not a complete nobody. He could probably have gotten a schollie elsewhere. And yes, good insurance. QB's seem the most likely to transfer in the current world, so having a reasonably good developmental kid in your pocket in case things go south is valuable if he doesn't take scholarship space in the future.

the rule ND and most of the major conferences agreed to guarantees the scholarship if the revocation was based on football. Getting arrested or caught cheating would still get it taken away. Even if he's willing to give it up, that's a slippery slope and I don't it would be approved as the Alabama's of the world would take advantage of it, but I'm no expert.

He's not going anywhere. He's a competent QB who's always a Plan B in case of emergency. QB transfers come fast and furious and you don't want to be caught short. It makes a lot of sense to have him available.
But then I'm sure you are highly knowledgeable on the applicable rules.
