Here's why:
Originally, I thought it bad because we are not going to be the type of program that can a.) pull in a lot of the top talent as our standards are higher and b.) are very cautious (as we should be) about who we take in and the climate and family of it all. So, my original thought was that this is bad.
However, in thinking further, I've changed my view. This is because of the following:
a.) We are a 4-7 program right now trying to reach the 1-3 programs and I don't think the transfer portal is going to help the 1-3 programs that much because they have so much already. b.) We will be helped by the 1-3 transfers we take in each year of the talent that fits the need and chemistry of the team. And, most importantly, c.) it allows us to take in more recruits every year. Our success is dependent on finding diamonds in the rough and developing them. If we can expect 5-10 to transfer each year, that means 5-10 more "diamond in the rough" prospects that we can take in. So we can take in the 15 solid prospects that will produce and, instead of only taking 5-10 "diamonds in the rough" we can take 15-20. It maintains our team chemistry and family while mining for way more. And with the development of players that Matt Balis has brought, that will help. That will be the huge help I think.
So, while I have found our recruiting classes small in comparison to the recruiting classes of other programs in the past, this year I find it relatively large. So, I'm curious if people think I am on point here or if I missed the mark. Has the transfer portal been evaluated correctly and started to be utilized correctly by our coaching staff to be a major gain for our program...not to bring in a bunch of transfers to take big roles, but utilized it to bring in a small number of targeted players that will fill a need and, much more importantly, to allow for recruiting much larger classes of "diamonds in the rough" like Hinnish, Ogundeji, JOK, etc... and to allow them to transfer out if they don't pan out.
We took in 27 this year with a huge roster, so I got to thinking maybe they know that the way we utilize the transfer portal changes is to recruit more and let them transfer as opposed to having a bunch of incoming transfers.

We shall see how it plays out but the portal may help create more parity. Your angle is something we didn’t really bring up but I like it.
We discussed more specifically, the teams stocking up with elite class after elite class, we all know the teams.
Will really good players sit behind other good players for long? Will they move to tier 2 programs? Will tier 2 second string players go to tier 3 program. Etc.
Thus (hopefully) balancing things out.
I have separate worries about ND which makes me think they need to be really active in the portal and also signing big classes as you mentioned.
