What do you make of the allegations caught on secret tape by legendary AL HS coach Propst about how Georgia and Alabama pay players. Allegations about the SEC have been made over and over again, but nothing ever comes of it. This is more of the same, but really it is hard to compete with this type of process (if it is true). Like the quote goes.... "In the SEC, if you're not cheating, your not trying."

Unis were paying players mainly because investments in stadiums and facilities mandated winning teams. Revenue came from asses in seats, and with only 5-6 home games a year, programs had to be competitive in order to maximize revenue. This was taking place a century ago. Fast forward to today. Unis have gone outta their minds regarding taking on debt for ridiculous facilities and brand new stadiums and arenas. What was true in 1921 is even more so today.

They can't subpoena anyone to divulge what they know. No one associated with the SEC is going to cooperate with the NCAA. They've been left to go after only the schools that self report infractions.
On top of that, there is a conflict of interest in having an organization in charge of regulating the schools in its jurisdiction, that relies on the continuance of profits of the programs it regulates.

Vacate wins from ND for having Tutors help write papers for players in legitimate courses, while The SEC does their thing.
We got locked up for shop lifting, while the SEC walks for murder.
Except for rare instances where facts are not in dispute, the NCAA mostly relies on the member schools turning themselves in for infractions. Until there is a governing body that has real investigative power, that is how it will be. The conferences have become too strong and have the backing to stand up to the NCAA and not cooperate with investigations.
So yes, when schools do the work themselves, the NCAA will impose sanctions. When there is a smoking gun, they will be able to impose sanctions. But gone are the days when schools were afraid to not go along with investigations. They are protected by their conferences.
As far as ND having to vacate wins, I blame that on Jenkins and his minions. They were the ones who put that sanction on the table, and then were appalled when the NCAA accepted it. I think there will be a time soon that those vacated wins will be restored, either by the demise of the NCAA, or an administration at ND willing to stand up and say we are recognizing those wins and that's it.
