It would be unusual for a kid to have all the requirements done in 3 years of high school. It could be done, but would take some specific planning, likely with schools of Notre Dame's ilk in mind. My guess is Carr thought he was going to Michigan up until this year. Getting reclassified with a state school's admissions is much easier.
Michigan isn't your typical state school either. I get your point though. But, it seems there has been some chatter about Carr reclassifying.
But, I acknowledged it could be done with the proper planning. That planning would have to be done at the freshman level, not the junior level.
By the second semester of senior year, most kids have what they need. So, early enrolling is not a big issue.
As far as Carr, specifically, the best case scenario is for ND to still sign Dante this year and have Carr come in next year. They're still considered the leader for Moore, even if Carr commits. We'll see if that's really the case.
If Buchner really balls the next two years then Dante comes in, backs up Tyler for a year, then starts for two years. Carr would then come in, back up Moore, then start for two years. That would work for me if they're what they're supposed to be.
Let's not pretend that the profiles of incoming athletes is the same as the general student body. No matter though. I hope Dante jumps on board too.
Whether or not Carr could possibly reclass, it's no coincidence that he is announcing during this critical period of official visits and that Moore refuses to commit.
But, giving him the benefit of doubt, hasn't he been clear that he is not going to hurry his decision. And, if he wants to come to ND, a top QB in the next class should not be that big of a deterrent. If ND had signed Drew Allar or Walker Howard or Ty Simpson this past cycle, I would think that could have a negative effect on Moore signing. It's the players that are there when he arrives that would concern him more that who comes after he's already there.
If Carr does end up reclassifying to 23, then that's a different matter for D Moore.

Also, he would not be the highest rated QB since Clausen. If Carr's ranking doesn't change, he would be rated below both Dayne Crist and Gunner Kiel on 247 composite. Of course, there is a lot of time for his rating to change.
Now, if Dante Moore signs, he would be the highest since Clausen.
Nobody has to be stuck behind anybody in this day and age....look at Jameson Williams. Look at Joe Burrow.
They are also a year apart.
Anyone can see that ND is special.
I like this and in my opinion a commitment is coming.
I hope Dante Moore still commits but he has strung us along for too long.
