I'd say that's a phenomenal upgrade.

And viable play action.

I've had the chance to see Hartman play throughout his years at Wake (Winston Salem native). He's a huge upgrade over Pyne. We will really find out how good or bad Tommy Rees is.

Yes, I know about the throw he made in practice where he was on his knees and threw a 40 yard bomb.
That didn't translate to on-field arm strength. Opposing defenses knew that he couldn't throw a pass with respectable velocity more than 8-10 yards, and would squat in a short zone, rush three, and keep eight in coverage back in 2013. That crippled our offense, and to put it bluntly, the 4 losses we had (Michigan, Oklahoma, Pitt, Stanford) were all very winnable games.
Almost every time he tried to zing a pass in between 15-25 yards, it would get either knocked away by a defender, or our WR would lose a contested catch.
To his credit, he was easily the best QB we had when it came to making pass protection audibles, even if he did outsmart himself on too many occasions. He was also quite good at sliding around in the pocket to buy another 1-2 seconds.
Still, it's no secret that he was the limiting factor on that 2013 team. If Golson hadn't been foolish about his academics, and led that team, that could definitely have been an undefeated team.

Pyne 22 and we barely throw the ball.

a game in 2022 at WF and 36 a game in 2021.
Pyne threw it 25 times a game. If Pyne threw 10 more times a game he'd be close to 280-300/game which is almost exactly where Hartman is 311 in 2022.
These QBs are basically the same outside of height and Hartman has an OC that likes to throw it more / be more aggressive.
He had to throw that many times

inferior. He calls a very scared game.

Colzie and Thomas were 4* ND snatched from Georgia. Styles was a 4* plucked from Ohio. Colzie and Styles were state sprinter finalist and Thomas is a big body wr everyone covets now. If these guys went to Georgia or tOSU folks would be whining ND never gets those kinds of athletes. Then You add arguably the best WR group in the country...not sure where you see avg AT BEST???

They’ve done very little at Notre Dame. That is ALL that matters.
I'm sure in large part due to the QB play. And what seemed to be Rees not trusting the QBs. Talent is there. This year has even more potential. Especially with the Va. Tech transfer and assuming Merriweather actually gets time. Downgrade at TE though will hurt. It's all about development. They don't seem to be good at that.
