Some people online (including my brother) thinks Hartman was promised the starting job.
It would be expected to see both play a lot of snaps. If Hartman can move the offense consistently, he should get most...and vice versa. Buchner must stop throwing so many interceptions....but he is still learning. Hartman is accurate but not a big runner which limits the offensive options. The parameters are obvious but the outcome is unpredictable....and I won't even try.
From what I’ve seen, he’s no more accurate than Buchner.
This is Hartman’s 6th year. If he’s that awesome why is he not going pro? The consensus is, he’s coming to ND to learn the pro style play before he enters the draft. Sounds great for him but how does that help ND? How does that help Buchner, Angeli and Minchey? The answer is, it doesn’t!

worst thing either. He did throw 3 ints, including 2 pick 6’s against a depleted Cock squad. Glad he shook it off, and won the game, but that performance wasn’t awe inspiring. My bet is Hartman wins the job fairly, just like Buchner did over Pyne. If not, we have a greatly improved Buchner. Either way it’s a win.

Hartman didn't come to ND to be 2nd string. If somehow Buchner is named the starter, I hope Hartman is of high enough character to not cause problems.
