It's not a waste of time to try and build a strong program, the right way.
We need people and programs who are willing to lead with character. These programs that are taking short cuts are a terrible example for, and reflection of, society.
I don't know that I can argue with your statement re: Fickel. I'm happy with Freeman (right now anyway). It does us no good to be anything other than hopeful that he'll grow into an elite level coach.
The only thing I'm not ok with, is the Ludwig debacle. I can accept that ND is going to graduate players and I can accept that they aren't going to pay for play. There really isn't an excuse for failing to invest in coaching and infrastructure.
