If the NCAA offered something like that to players, do you believe that would be amenable to them and everyone involved? As it stands now many seem to be entering the portal and not finding a home, and the high school students also seem to be getting squeezed.
It was just a thought. What do you think?

... at least not yet. So far teams are honoring the set limits. Otherwise, we might be hearing of teams going over the limit, and maybe some with over 90 or 100 scholarships.

How about this for transfers.
-for players who played over limit to be a red shirt they can either transfer after second year and play immediately -or- transfer immediately but must red shirt first season at new school (can play, but can not cross red shirt threshold)
-for players who played under limit to be a red shirt they can transfer after first year and play immediately
Only the second transfer would affect playing status.
If a freshman transfers, they would be able to play immediately, but if that same player wants to transfer a second time two years must lapse before they enter the portal again unless they sit out a year (playing below the redshirt limit or playing at a division 2 level would be allowed).
