Yes, he didn't have confidence in his Offense to convert a long 4th down.

He did. To paraphrase, at that moment with the distance and his offense struggling, he felt it was
best to punt because he felt there was still enough time and his defense was doing ok so he thought they could get a stop and get the ball right back. He said there was really no good options there.

He was playing not to lose badly.
The whole end of game was to try to save face, ya know in case someone googled him. Didn't work though, headlines everywhere are "Notre Dame dominated Indiana". Cignetti comes of as an arrogant, egotistical douche. Sometimes people like that make great coaches, and sometimes people lose their patience with it. But if he's going to talk big, it needs to be backed up by performance on the field. Yesterday, it wasn't.
