Bill Musgrave has been a successful OC at the pro level for decades now.
Tommy will fail because he works for the Browns.
They (the franchise) have been the death of many a promising career.

Always liked the guy at ND

At a local high school.
Nick Saban hired him as OC, and Mike Vrabel wanted to bring him with him to New England in a big capacity.
The Browns owners are awful, so maybe you're' right his next stop will be a HS.
During his time at ND as both a QB and / or OC, I didn't see any QB's developing into great players, with the lone exception of Ian Book, who basically coached himself. Jack Coan was already a 5th year, polished veteran when he came here.
I'll give him a mulligan in 2022, since the Buchner / Pyne situation was bad as it was, but he still bears some responsibility, since it was he who nixed the idea of bringing in a portal QB for that year.
At Alabama, Milroe, Simpson, Lonegan, and Holstein are all talented players, but he kept trying to ram square pegs in round holes ala the "Brian Kelly methodology." Seriously, trying to turn Jalen Milroe into a precision, dink and dunk passer was crippling the offense.
It wasn't until Nick Saban gave him a "do it my way" talk, that he finally "allowed" Jalen Milroe be a downfield passer.

His first year as OC coincided with Book's last year as QB, but Rees was the QB coach before that. I stand by my statement that he never had a QB as OC otherwise, and was not talking at all about Alabama.
I also think he must be a pretty damn good coach if Saban and Vrabel hold him in high regard. He's been OC at ND, Alabama, and now in the NFL, all before the age of 32. He's a ND grad and former player, and I wish him the best.
