If we start throwing the ball more effectively, we will become more attractive to WRs.
I think a lot of it has to do with actually developing the talent & that's the responsibility of the WR coach.
Let's be honest, Chansi Stuckey had no business being our WR coach. He had all of ONE year experience before joining our staff. The jury is still out on our current WR coach Mike Brown & I won't even get into former WR coach Del Alexander.
We've recruited decently at the WR position in recent years with Greathouse, Flores, Cam Williams & Micah Gilbert. Tobias Merriweather seemed like a future stud at WR but that was a hit & miss as he just transferred from Cal after producing next to nothing in 2024.
Greathouse is poised to have a breakout year after his exceptional performances in the playoffs. I was disappointed we didn't see more of Gilbert or Cam Williams last season especially Williams as he was a borderline 5* recruit. I think Burress & Scrap Richardson have a chance to see some playing time (even if it's just garbage time) this upcoming season.
WRs see that and the lack of down field passing and think twice
That was the last season we had a true WR1.
I think Equanimeous St. Brown could have had a very fine 2017 and an even better 2018, had Ian Book been the starter from the beginning of that season. He already had a very good season in 2016 (came close to a 1000 season) with Kizer as his QB, but nearly got his neck broken several times when trying to catch those errant passes from Brandon Wimbush in 2017.
Compare this to DBs and RBs. If you develop them, others will come. We haven't. Period.

Going to ND is choosing hard and prima donnas don't like hard.
And interested WR a reason to come to ND if they have NFL aspirations

I guess somehow the RBs are all rocket scientists.
Dynamic playmakers like Koren Brown have just been offered as well as NFL legacy Devin Fitzgerald...Maybe we are too quick to take legacies and siblings especially compared to other "Elite" schools.
The point the best guys want to come to ND and we pick and choose. Winning and a strong passing game will make that happen. Just like RB now

TE is on the downtrend and WR is as you mentioned. IMO, it feels like a lot of it follows the level of success on the field. RB for instance is a far cry from converting CJ Prosise to RB. Granted he had a decently long NFL career but was kind of odd in college. We also fumbled the years of Cierre Wood to Greg Bryant. A lot of talent was wasted in those times but the stable was more of a two man stable then. We've had at least three sold backs for a number years now.
Really, we've had a strong RB coach since (can't remember his name) went to OSU. He was the turning point for the RB room. Denson was good. Lance was lackluster, McCullough. Each seemed to get slightly better but in a different way. All were good.
Brian Kelly, though, moved him to coach WR's for a couple of years before finally letting him go back to coaching RB's. He was most insistent on keeping his crony, Tim Hinton, as the RB coach for those years.
