They are saying:
1) 14million fine to UM ( no big deal)
2) 10 yr show cause ban for Harbaugh (no big deal, he isn't ever coming back to cfb anyways and they know it).
3) Lifetime ban for Conor Stallion (no big deal - a willing and grateful scape goat who would do it again in a heartbeat).
4) 2 game suspension for Sherrone Moore against New Mexico and Oklahoma. (no big deal, one of the games is a gimme, and having the head coach delegator not on the field isn't a big problem - besides, they could well be cheating on that as well with illegal communication which they have shown is in their DNA).

If this pans out, it's a complete joke and all teams cheat as much as possible because the gain will outweigh the punishment.

The funny thing is that Michigan fans are not bothered by their team cheating at all. They figure "OSU paid 40M in NIL to buy their championship team last year while we paid 14M for ours".

Forever an asterisk on UM's championship.

ND should just unilaterally "reinstate" its vacated wins. What will the NCAA do about it?

ND made the colossal mistake of acting like adults trying to educate young men and teach accountability for ones actions.

Other cheating programs like Michigan will follow suit if this report is real.

The last gasp of CFB as amateur athletics was sanctioned cheating. Not really surprising.
