ND never should have been in that position
But nothing is more frustrating when a crew takes the game in his own hands (calls a questionable targeting penalty that changes the game) and then decides to swallow their whistle because it’s the last play of the game.

That is exactly why against quality opposition the reffing has to be perfect. Shuler was attempting
the same fumble causing tackle he made against Georgia in the Sugar Bowl. Targeting was a joke and the failure to call holding was awful.
