OSU played Texas this year and had a home and home with ND recently.
They're not scheduling enough good OOC teams to make up for how bad the rest of the B1G is, but they're hardly Indiana and PSU.

Penn State is perenially massively over rated. No big 10 team plays anyone. SEC is a far superior
Conference. So I can see why they play weak non-conference opponents. But the Big 10 has zero excuse. It's a 2 team conference (OSU and Oregon) with UM as a spoiler.
