I was at the game and as such didn't hear the announcers' explanation. After Buchner's 4th down run it looked like ND kept their squad on the field and tried to run another play without subbing. This would keep NC State from subbing but the refs held things up. No TO was and NC State was allowed to get their regular defense on the field. Why?
Once a substitution on offense is declared, then the defense must be given 3 seconds to make substitutions as well, even during no-huddle situations.
If there are no offensive substitutions, then the defense doesn't get that luxury.
I'm guessing that some ref thought that we subbed someone in, or they changed the spot of the ball.
