When the only response they'd get is "we're disappointed for the student-athletes", why not just leave ND out for a 3 loss, got blown out twice (once by a 5-7 team), Bama.

Not quite. Corrected you below.
By virtue of their roles at ND, Fr Dowd is on the CFP Board of Managers and Pete Bevaqua is on the CFP Management Committee. Neither is part of the Selection Committee. But they do both have input to the selection process. But neither 'signed off' on this.
They signed off on process not outcome, but the process is what is at issue here.
That is 100% within their wheelhouse, and Pete’s quote suggests that he lacks a fundamental understanding of the process.
