Yes, ND needs to treat Freeman right which is certainly the way things have been going. Freeman has nothing to complain about. The average salary of NFL head coaches is between $5 and $7M. The 10th highest paid guy is @ $12M. Freeman is already close to that and given his total lack of coaching experience in the NFL, he isn't going to command a premium salary in the NFL. He goes pro, it isn't over money. If Freeman does leave for any job, it won't over money.
As for Michigan, given the mess that is that Athletic department which is under deep investigation and the AD is dead man walking, it isn't a job, no matter how attractive the possibilities, that is highly attractive right now. Few guys, unless they're reaching for the moon, are going to take a job where he doesn't know who his boss is going to be. All these stories about ADs going after big name coaches are these AD clowns trying to puff up the chests and make a big show when there is no chance DeBoer was going to Michigan, or PSU for that matter.
Michigan is already well past 5th choice on their list.
