Who has the authority - or the will - to cap it?
The answer - no one.
The CSC - College Sports Commission (not the Congregatio a Sancta Cruce) - is supposed to be the NIL clearinghouse, but is constrained by state laws.
The P4 + ND need to force the issue and put some guardrails in place. It is only going to get worse. Maybe this year will be the tipping point.

I suspect even that would run afoul of antitrust laws w.r.t. NIL (But not revenue sharing).
Think about professional sports. There are “salary caps” which apply to team related compensation. There are no limits on endorsements.
