Not at all...I've attached the El Dorado County Traffic Impact Fee Schedule which shows that some

single family residence builders pay even more than $23K for that permit on an 1,800 sqft home...add in all the other fees my friend mentioned and the total permit could amount to 15% of the building cost...also, this fee has been around for many years and impacts all developments.
