If it were a bump stock, it would be much less likely that any particular individual would be hit. Ever wonder why snipers don't fire automatic weapons? Probably not, since you posted what you did.
By the way, I think bump stocks are ridiculous and not really usable for military action, so I don't consider them to be protected by the 2nd Amendment. I'm not on SCOTUS, though.
