The money is from funds directed at old disasters that went unused and goes back to disasters many years ago. FEMA has been inexplicably extending the deadlines for it's use on disasters going back to 2012.
Budget experts warn that FEMA has been turned into a slush fund that the agency and Biden/Harris adm can spend at will...apparently just not on our own tax paying citizens.
