intelligent, that doesn't always translate into wisdom...and in the case of COVID-19 he suggested a path of action without any planning whatsoever in the midst of a true crisis that was overwhelming our HC systems....and to this day he has not answered the question of HOW he would provide "Focused Protection"...how it would be carried out and funded, nor has he substantively estimated the effectiveness of such theory...not very wise.
