On some things, yes. Not on tactical planning. There was a police car blocking Bourbon Street. The

guy drove around it on the sidewalk. He would have driven around the bollards as well. Sidewalk should have been better protected. I lived there for 3 years. Very familiar with that area. See the attached article.
