Garner sympathy for political purposes. It unfortunately appears the accident was his wife’s fault The other driver was never charged with any infraction at all.

A terrible tragedy. He should have left it alone…but couldn’t for some reason.

(Snopes evidences that he did it twice. They then try to run some cover for him by saying "drinking was prevalent in the local community". What the hell is that?)
