Maybe Congress gave up too much of its power to the executive branch?

The bureaucracy is under the control of the executive.

If things get out of hand, Congress and/or the Courts have the power to curtail excesses.

THAT is how it was designed to function.

If the people are unhappy with debureaucratization they can change things next election.
