Just because Congress authorizes spending, doesn't mean the money has to be spent.

Arguably ... of course, there's an element of political theater here. A judge will thwart him, it will become a visible public issue, and he'll force Congress to eliminate funding all around.

Trump wins one way or the other.

Imposing corporate abuse, neglect and greed on deserving victims.
