When it comes time to release illegals from prison after processing them for local crimes, local Police are releasing illegals into the community rather than handing them over to ICE for prosecution/processing for their illegal border crossing offenses. So, ICE has to go into the community to hunt them down. The "ill-trained" events take place when ICE goes into the community. The blue city police have it within their power to stop that, but they are ordered not to by Democrats.
