Why is the Homeless Population Up 34% Over the Past Decade?

Having traveled around the country I've concluded that this phenomenon is most prevalent (epidemic?) in deep blue coastal cities.

I'm wondering if this correlates to increased politically correct "tolerance" in these locales?
