The problem to solve here is high prices and stores that can't afford to stay open in high-crime, soft-enforcement communities.

If they want to actually help, tax credits and subsidies to owners and investors that encourage doing business in these communities is far better than Commie Marts. This strategy worked well 30 years back, but it's not destructive enough for the "socialists."
